The main act that regulates the procedure for serving subpoenas (summons to the military enlistment office, summons for medical examination, summons to the front) is the regulation on the preparation and conduct of conscription of citizens of Ukraine for military service and the admission of conscripts to military service under contract (Resolution of the Cabinet of Ministers of Ukraine No. 325 of 21.03.2002).
However, this document, oddly enough, does not contain an answer to our question. It regulates only the procedure for serving summonses for conscription through an employer (serving a summons at work), as well as the obligation of a person liable for military service to report to the conscription office independently. And everything.
The general theory of law teaches that in the sphere of public law (which also includes legislation on military service), the principle of "what is expressly permitted is allowed" applies to the authorities. This means that there can be no other procedure for serving subpoenas than the one prescribed in the law.
But in practice (including what the courts confirm) the situation is slightly different. "everything that is not explicitly forbidden is allowed" - this is how it works today. And one mobilisation lawyer can't change that.
This means that the answer to our question is almost unambiguous: serving a summons on the street (in a store, in a park, on the beach, in another public place) is legal.
It is worth noting that there are certain assumptions regarding the fact that to enter the data of a person liable for military service in a summons that already has the signature and data of an employee of the military enlistment office, as well as the seal of the military enlistment office itself, this "smacks" of forgery of documents. But this is a completely different story. Is it legal to mobilize without passing a medical examination?

The Criminal Code contains, in particular, the following elements of crimes::
- article 335. Evasion of conscription for military service or military service by conscription of officers-is punishable by restriction of liberty for a term of up to three years;
- article 336. Evasion of conscription for military service during mobilization, for a special period, or for military service by conscription of persons from among reservists during a special period-is punishable by imprisonment for a term of three to five years.
There is no unified judicial practice on this issue, but more and more courts are taking the position that if a conscript fails to appear (after clarifying his credentials and receiving a summons for a medical examination) to pass the VVC, he is subject to criminal liability.
