It is forbidden to involve the personnel of the regular Military Commissariat of Internal Affairs in solving issues and tasks that are not related to medical and military medical expertise.
Functions of freelance VLCs:
- in coordination with the full-time VLK and the relevant personnel support unit, the hospital VLK performs medical expertise for police officers, applicants for higher education, adjuncts, and military medical expertise for military personnel who are being examined and treated in a hospital (hospital).;
- the garrison VLK performs the functions of the hospital VLK, conducts medical expertise for candidates for police service, candidates before entering educational institutions, and military medical expertise for candidates for military service under contract;

Decisions of the Supreme Executive Committee on the fitness (unfitness) of persons for military service are made in accordance with the schedule of diseases, conditions and physical disabilities that determine the degree of fitness for military service .

A military medical examination is a medical examination:
- pre-conscripts, conscripts;
- military personnel and their family members (except for family members of conscripts);
- persons liable for military service, reserve officers called up for military service by conscription of officers, reservists (candidates for reservists);
- citizens who are accepted for military service under a contract;
- candidates for training in higher military educational institutions and military educational units of higher educational institutions of the Ministry of Defense of Ukraine, students of military lyceums;
- former military personnel;
- employees of the Armed Forces of Ukraine who work in harmful and dangerous working conditions and are involved in working with sources of ionizing radiation, rocket fuel components, sources of electromagnetic fields, laser radiation, microorganisms of pathogenicity groups I-II, especially dangerous infectious diseases;
- employees of the auxiliary Fleet of the Naval Forces of the Armed Forces of Ukraine;
- determination of the degree of suitability for military service, training in universities, work in the specialty;
- establishing a causal relationship between diseases and injuries (wounds, contusions, injuries) of military personnel, those liable for military service, reservists.
The main tasks of military medical expertise are regulated by paragraph 1.3 of section one of the Regulations on expertise.
In wartime, military personnel, those who are liable for military service, and employees of the Armed Forces of Ukraine, in addition to the Military Commissars specified in paragraph 1.4 of Section II of the Regulations on Expertise, also undergo medical examination in the military commissars of evacuation points and hospital bases.
Those liable for military service who are deemed unfit for military service are re-examined by the Military Commissariat of Military Commissariats at their place of residence after mandatory examination in specialized medical and preventive institutions (subparagraph 3.3. of paragraph three of section II of the Regulations on Expertise ).
Medical examination of those liable for military service is carried out by the decision of the Military Commissar of the High Command of military commissariats.
Prior to the start of the examination, the military commissariat receives data from psychoneurological, tuberculosis, skin and venereal dispensaries, drug treatment institutions for all those who are registered in these dispensaries , institutions-extract from the medical history), for persons recognized as disabled-data from social security agencies, as well as a medical card of an outpatient patient (registration form of the Ministry of Health Ukraine No. 025) from polyclinics and medical-sanitary units at the place of residence, work or training.

Based on the results of the medical and military medical examination, the All-Union High Commission makes decisions that include::
- diagnosis established for a person based on the results of an examination,
- a decision on the degree of fitness or unfitness for service and
- conclusion on the causal relationship of diseases and injuries (wounds, contusions, injuries).
Decisions of the Supreme Military Commission are issued with a certificate of illness, a certificate of the military medical commission, and a protocol of the meeting of the military medical commission to determine the causal relationship of diseases, wounds, contusions, injuries, and injuries in a former serviceman.
A certificate of illness in wartime is drawn up:
- for all military personnel declared unfit for military service with an exception from the military register, unfit for military service with a review in 6-12 months;

The decision of the Supreme Executive Committee on the degree of fitness of a serviceman for military service is valid for 12 months from the date of medical examination.
In the event that before the expiration of the 12-month period after the medical examination of the hospital (garrison) VLK as a result of control examination and medical examination of the VLK, another resolution on the degree of fitness for military service was issued, the regular VLK by its resolution, approving the latest resolution of the hospital (garrison) The VLC cancels the previous one.
